Why Internet Governance Matters to Infrastructure: What CIS Learned at LACNIC46

Why A Cabling Company Went To An Internet Governance Conference

Stanley Tsai, CIS's Growth Strategy & Partnerships lead, represented CIS at LACNIC46 in Mendoza, Argentina. LACNIC, the Latin American and Caribbean Internet Addresses Registry, brings together network operators, internet service providers, engineers, regulators, and technology leaders from across the region.

At first glance, a conference about internet resources and governance seems far from what CIS does every day. We install fiber optic and structured cabling; we don't write policy. One session showed us how closely the two connect.

The Taller de Gobernanza: Where Policy Meets the Network

Stanley attended the Taller de Gobernanza, a governance workshop focused on internet and regulation.

Physical infrastructure doesn't exist in isolation. The rules around it shape how networks are licensed, how operators invest, how fiber gets deployed, and how quickly connectivity reaches the communities that need it. Behind every fiber route and every new facility are decisions made well before the first cable is pulled.

For a US-based infrastructure partner expanding in Latin America, understanding that landscape matters. It helps us hold more informed conversations, anticipate what operators are working through, and show up as a partner who understands the environment, not just the installation.

Why We Were There

After Mexico Connect, LACNIC46 was a chance to go deeper into the community that builds and runs the region's connectivity. Our goals were to listen, learn, and build relationships with the operators, providers, and leaders shaping digital infrastructure across Latin America and the Caribbean.

What We Took Away

Four points stood out from the event.

  • Policy and physical infrastructure move together. Where regulation supports network growth, fiber, cabling, and deployment work follow.

  • Relationships come first. The most valuable moments were conversations about what operators are focused on and where an experienced infrastructure partner can help.

  • Reliable materials sourcing matters everywhere. Fiber availability is a challenge across the markets we work in, and strong supplier relationships are a real advantage for the customers we support.

  • Showing up consistently builds trust. Latin America is a present opportunity for CIS, and we intend to keep investing in the region.

Looking Ahead

Thanks to the LACNIC community for the warm welcome and the conversations in Mendoza. Stanley came home with new connections and a clearer view of the region, and we look forward to continuing those discussions.
